Cost increases will be most severe in low income countries (more than 5-fold increases) and lower-middle income countries (more than 4-fold increases)”. This is a detailed survey by Hoornweg which reveals that a new infrastructure is required for the proper management of solid waste and to understand the problems associated with recycling processes.
According to a report by Andrea Novais, published on The Brazil Business in 2015, Brazil is one of those countries who do not properly recycle the waste of their cities. Production of waste in Brazil

The population of Brazil is more than 200 million and has 5565 municipalities. Huge differences in population among different cities have been seen. About 70% of municipalities have 20 thousand inhabitants in each municipality.

According to a survey, Brazil produces about 250 tons of waste daily, out of this waste, 98% of waste is collected. The remaining amount of waste causes problems for the country and has bad impact on the economy because the country has the loss of BRL 8 billion due to improper collection and recycling of waste. Some rules for waste material and hurdles in implementation

Brazilian cities are bound to follow The National Solid Waste Policy since 2014. According to this policy, open dumps should have closed and should be eliminated from cities, the waste which can be recycled should be recycled, and the non-recyclable waste (which is 10% of the total waste) should be discarded in landfills. This policy cannot be implemented completely in the cities yet because there is no proper infrastructure in the cities and the development of proper infrastructure requires funds. The collection of waste requires USD 212 per ton of waste.

What steps have been taken to improve recycling

Brazil was able recycle only about 3% of the solid waste. Many posts have been created in cities to collect the waste material. There are about 74% cooperatives who help to collect waste in the cities. Other than professionals, Volunteers are also there in cities who collect their recyclable waste and deliver it to the right place. After taking successful steps to improve recycling in Brazil, Brazil earns BRL 12 billion revenue from recycling industry each year.

In this process, those who pick waste (waste pickers) are allowed to perform their activities freely and then their activities and performances are examined, analyzed and discussed. This process has role to enhance the role of waste pickers and thus enhancing and improving the process of recycling in Brazil.
Important legal policies were adopted in Brazil to improve solid waste management and recycling process. In 2010 The Solid Waste National Policy (PNS-Law 12,305/2010) developed EPR (extended producer responsibility) for solid waste management and divided the responsibility of solid waste management among producers, users and government and allotted different tasks to them.
